Public Hearings

1.

TIME CERTAIN: 8:45AM In the matter of holding the first hearing on the withdrawal petition submitted by Collins Products LLC from the Keno RFPD-Board of County Commissioners

Background:  The Board of County Commissioners received a petition from Collins Products, LLC on March 8, 2019 requesting that a portion of their property be withdrawn from the Keno Rural Fire Protection District (RFPD).  By Resolution No. 19-001, the Board of Keno RFPD endorsed their request.  On April 2, 2109, by Resolution No. 2019-013, the Board of County Commissioners set the first hearing date for today at 8:45 a.m.  Notice of this hearing was published in the Herald and News on April 7th and April 18th, 2019.  Notice was also posted in three public places.

Fiscal Impact:  Publication costs to the Herald and News for advertising of the hearing - $274.52

Recommended Motion:  Hold the first hearing for discussion and the taking of public testimony (if any) on the petition to withdraw from Keno RFPD. Fiscal Impact:  Publication costs to the Herald and News for advertising of the hearing - $274.52

In the matter of an authorization to issue an Invitation For Quotes for Construction/Crane Services for the Bridge 18C011 (West Langell Valley Road/West Canal) replacement. Jeremy Morris, Public Works

Background:  Klamath County Public Works is requesting authorization to issue an Invitation For Quotes for the Construction/Crane Services for the Bridge 18C011 (West Langell Valley Road/West Canal) replacement.  Klamath County Public Works is replacing Bridge 18C011 on West Langell Valley Road with a precast concrete box culvert.  Bid and construction dates are tentative, and subject to change based on weather, competing work tasks, emergencies, etc.  This quote is for crane services for unloading of precast concrete culvert pieces as they are delivered to the project site and placed.

Fiscal Impact:  No Fiscal Impact to the Road Operating Budget at this time.  Estimated future fiscal impacts could be up to $12,000.00.

Recommended Motion:  Board to authorize Public Works to issue an Invitation for Quotes for Construction/Crane Services for Bridge 18C011 (West Langell Valley Road/West Canal) replacement.  There is no fiscal impact to the Road Operating Budget at this time.

In the matter of an authorization to issue an Invitation For Quotes for Guardrail Material Supply and Construction Services for the Bridge 18C011 (West Langell Valley Road/West Canal) replacement. Jeremy Morris, Public Works

Background:  Klamath County Public Works is requesting authorization to issue an Invitation For Quotes for the Guardrail Material Supply and Construction Services for the Bridge 18C011 (West Langell Valley Road/West Canal) replacement.  Klamath County Public Works is replacing Bridge 18C011 on West Langell Valley Road with a precast concrete box culvert.  Bid and construction dates are tentative, and subject to change based on weather, competing work tasks, emergencies, etc.  This quote is for guardrail supply and installation in support of the bridge replacement.

Fiscal Impact:  No Fiscal Impact to the Road Operating Budget at this time.  Estimated future fiscal impacts could be up to $32,000.

Recommended Motion:  Board to authorize Public Works to issue an Invitation for Quotes for Guardrail Material Supply and Construction Services for Bridge 18C011 (West Langell Valley Road/West Canal) replacement.  There is no fiscal impact to the Road Operating Budget at this time.

In the matter of an authorization to issue an Invitation For Quotes for Materials for the Bridge 18C011 (West Langell Valley Road/West Canal) replacement. Jeremy Morris, Public Works

Background:  Klamath County Public Works is requesting authorization to issue an Invitation For Quotes for the Materials for the Bridge 18C011 (West Langell Valley Road/West Canal) replacement.  Klamath County Public Works is replacing Bridge 18C011 on West Langell Valley Road with a precast concrete box culvert.  Bid and construction dates are tentative, and subject to change based on weather, competing work tasks, emergencies, etc.  This quote is for supply of the precast concrete culvert, to be delivered to the project and installed directly from the delivery trucks with on-site crane and Klamath County crews.

Fiscal Impact:  No Fiscal Impact to the Road Operating Budget at this time.  Estimated future fiscal impacts could be up to $85,000.

Recommended Motion:  Board to authorize Public Works to issue an Invitation for Quotes for Materials for Bridge 18C011 (West Langell Valley Road/West Canal) replacement.  There is no fiscal impact to the Road Operating Budget at this time.

In the matter of approval to issue an RFP for HAZMAT removal and Demolition of 705 Washburn Way. Rick Vaughn Tax/Property Sales

Background: Klamath County Property Sales would like to issue an RFP for HAZMAT removal and demolition of 705 Washburn Way. Present building has been vacated for an estimated 20 years and has become a safety hazard. Demolition would include all structures and leave the slab for future use. Funds would be used from Mental Health.


Fiscal impact : Unknown at this time, estimated to be approx. $450,000.


Recommended Motion: Approve issuing an RFP for HAZMAT removal and demolition of 705 Washburn Way. Fiscal impact : Unknown at this time, estimated to be approx. $450,000.

Agreements

1.

In the Matter of approving amended agreement Grant No: 18-518 with the Oregon Military Department, Office of Emergency Management to accept Federal grant funding to operate the Klamath County Emergency Management Office.-Chris Kaber, Sheriff

Background: The Klamath County Sheriff’s Office-Emergency Management is agreeing to meet all conditions of funding by the Oregon Military Department essential to building and sustaining capabilities that address high consequence emergency events as outlined in an approved Work Plan. The agreement outlines requirements to adhere to Federal laws, procurement procedures, financial reporting and other performance metrics.

Fiscal Impact: Federal award funds categorized by CFDA # 97.042 in an amount up to $75,742 would be reimbursed into the Sheriff’s Department Emergency Management budget based on actual expenditures. 100% matching funding is required by the agreement and would be provided by the General Fund. This amount has been amended from the BOCC approval granted on March 19, 2019 since the Oregon Military Department declined to fund the $10,974 mission ATV purchase in the original agreement budget Exhibit A.
 
Recommended Motion:  To approve the Sheriff to sign amended agreement Grant No: 18-518 with the Oregon Military Department, Office of Emergency Management to accept Federal grant funding to operate the Klamath County Emergency Management Office. Federal funding up to $75,742 would be provided via the agreement and 100% matching funds are required from the Klamath County General Fund.

In the matter of requesting Klamath County Board of Commissioners approval to enter into Amendment No. 2 to Intergovernmental Agreement No. 250-1819KLAMATH-000 which is the 2018-2019 Boating Safety Program agreement between the Oregon State Marine (OSMB) Board and the Klamath County Sheriff’s Office (KCSO).-Chris Kaber, Sheriff

Background: The Sheriff is requesting approval to execute Amendment No. 2 to the above referenced agreement which provides for $9,425 additional funding in the form of a reimbursement of costs actually incurred by the Sheriff’s Office for the purchase of a surface drive outboard motor for a boat we obtained as seized property. All other terms and conditions of Agreement 250-1819KLAMATH-000 remain in effect.

Fiscal Impact: The Agreement provides for reimbursement of expenses in the amount of $9,425 therefore the Sheriff’s Office Marine Sub-Department would have increased expenses and increased revenue of $9,425 each in the 2018-19 fiscal year. 

Recommended Motion:  Approve and authorize the Sheriff to sign Amendment No. 2 to the Intergovernmental Agreement No. 250-1819KLAMATH-000 between the Klamath County Sheriff’s Office and the Oregon State Marine Board which provides for revenues to reimburse expenses from the purchase of surface drive outboard motor in the amount of $9,425.00 in the 2018-2019 fiscal year.

In the matter of approving Klamath County Public Health (KCPH) to submit a Permit Renewal for the Adopt-A-Highway Program to the Oregon Department of Transportation.– Jennifer Little, Public Health

Background:  As a mechanism for community engagement and public relations, Public Health adopted a stretch of highway along Crater Lake Parkway in 2017. The permit issued through ODOT expires April 2019 and Public Health would like to renew for another two years. The commitment is to perform two clean up events per year. All materials, support, and safety education materials are provided by ODOT. 

Fiscal Impact: No fiscal impact.


Recommended Motion:  Move to approve Klamath County Public Health’s submission of a Permit Renewal for the Adopt-A-Highway Program to the  Oregon Department of Transportation. No fiscal Impact. Authorize the Department Head to sign the application.

Other County Business

Library Service District

1.

In the matter of rejecting the bid for the Klamath County Library Educational Garden Deck . Nathalie Johnston. Library

Background: The Klamath County Library Foundation and ZCS Engineering inc. have been working together to design a garden deck for the Klamath Falls library. An ITB for the project was issued on March 5th. The Foundation received one bid from Modoc Contracting Co. The bid exceeded what the Klamath County Library Foundation budgeted for. The Foundation board came to the decision to put this project on hold.

Fiscal Impact: None.

Motion: Approval to issue and authorize Leslie Barlow-Hunter to sign a letter rejecting the bid for the Klamath County Library Educational Garden Deck. No fiscal impact.
