In the matter of approving the “Minutes” from the March 26, 2019 business meeting. - BOCC

Background:  Approve the “Minutes” which summarize all business by the Board of Commissioners for the business meeting held on the date stated above.

Recommended Motion:  Approve the Minutes as presented.

In the Matter of approval to apply for the 2017-19 Oregon Criminal Justice Commission's (CJC) "Justice Reinvestment Grant Program" FY19 Supplemental Round Funding Grant - Aaron Hartman, Community Corrections

Background: Community Corrections was approved to apply and subsequently awarded the 2017-19 Oregon Criminal Justice Commission's (CJC) "Justice Reinvestment Grant Program" Grant. On March 1, 2019 the Oregon Criminal Justice Commission announced that there are supplemental funds available and the application must be received no later than March 27, 2019. If awarded, additional funds we would like to hire an additional pretrial release officer.


Fiscal Impact: Applying for grant funding in the amount of $41,205.00


Recommended Motion: Authorization to apply for the grant and for Director Hartman to sign was given in the March 26, 2019 Administrative meeting.

Bids/Awards/Proposals

In the matter of Vehicle Purchase 2019 Subaru Impreza and 2019 Ford S9E0 Transit Connect, Phillip Squibb Klamath County Developmental Disabilities Services

Background:  Developmental Disabilities Services received BOCC approval January 8, 2019 to request bids for three new vehicles: two AWD minivans and one AWD sedan. Bids for three sedans and one minivan were submitted by Klamath Falls Honda Subaru and bids for two sedans, one van and one SUV were submitted by Lithia Ford. We did not receive bids from Lithia Toyota. The bids received from both Honda Subaru and Ford for the minivan did not meet all the requested specifications. Due to this, KCDDS would like to purchase only one of the minivans, a 2019 Ford S9E0 Transit Connect XL Wagon, quoted at $24,649.38. KCDDS would also like to purchase a 2019 Subaru Impreza quoted at $22,904.82, which met the requested specifications for a sedan.

Fiscal Impact:  $47,554.20 Expenditure from Developmental Disabilities Capital Outlay.

Recommended Motion:  Approve Developmental Disabilities Services to purchase and authorize the Department Head to sign the purchase agreement for two vehicles: a 2019 Subaru Impreza 4-door vehicle from Honda Subaru for $22,904.82 and 2019 Ford S9E0 Transit Connect Wagon from Lithia Ford for $24,649.38. Total fiscal impact is $47,554.20 to be paid from fund 2450-4050-4060-4000-70110 (Vehicles Other).

Resolutions

1.

In the matter of a Resolution setting the first hearing date on the proposed withdrawal petition request from Collins Timber Company - BOCC

Background: On March 8, 2019, a petition to withdraw property from the Keno Rural Fire Protection District was submitted to the County for the Board of Commissioners’ consideration.  The attached Resolution sets the first hearing date for April 23, 2019 @8:45 a.m.

 Fiscal Impact: None at this time.

 Recommended Motion: That the Board of County Commissioners signs the attached Resolution which sets the first hearing date on the proposed withdrawal petition for April 23, 2019 @ 8:45 a.m.  Fiscal impact: None at this time.

Orders

1.

In the matter of vacating the remaining portion of Lots 1 and 2, Block 4 of Klamath Falls Forest Estates, Hwy. 66 Unit, Plat No. 1, including the 16-foot utility easement centered on said lot line. A portion of the lots was acquired by ODOT for the re-alignment of Hwy. 140 project. Map No. 3711-014B0-00700 & 3711-015A0-00100. CDD/Planning, Mark Gallagher, Planning Director

Background:  The property owner of the two lots is WVT Service, Inc. who has signed a petition requesting this action.  Vacating the lots will not be detrimental to the public.  The Planning Director's Report recommends that the remaining portion of the two lots be vacated from the subdivision, including the 16-foot utility easement centered on the lot line.

Fiscal Impact:  $583 application fee. CDD/Planning, Mark Gallagher, Planning Director

Recommended Motion:  Approve the Final Order to vacate the above described property located in Klamath County, Oregon.  (File No. LV 1-19)  Fiscal Impact $583 application fee.

Agreements

1.

In the matter of approving the Limited Scope of Services Agreement with LRS Architects, Inc. Todd Hoggarth, Manager, on behalf of the Klamath County Fair Board - Todd Hoggarth on behalf of the Klamath County Fair Board

Background: The Klamath County Fair Board has begun the process of future Master Planning at 3531 S. 6th Street. A Limited Scope of Services Agreement was discussed and approved at a Special Board Meeting on February 27, 2019, to begin the Discovery Phase of this planning.

Fiscal Impact: $24,950.00 from the Klamath County Fairgrounds Facilities Improvement, Capital Outlay, expenditure funds.

Recommended Motion:  Approving the Limited Scope of Services Agreement with LRS Architects, Inc. for the Discovery Phase of the Master Planning process at the Klamath County Fairgrounds, 3531 S. 6th Street. Authorize Todd Hoggarth, Manager to sign the Limited Scope of Services Agreement on behalf of the Klamath County Fair Board. Fiscal impact of $24,950.00 from the Klamath County Fairgrounds expenditure funds.

Other County Business

1.

In the matter of approving and signing the Bylaws for the Klamath County Veterans Advisory Council. - BOCC

Background: On December 11, 2007 the Klamath County Board of Commissioners unanimously agreed that it was in the best interest of the Veterans of Klamath County to form the Veterans Advisory Council.  The Council serves public interest by advising the Board of Commissioners on issues related to Veterans and their concerns.   The Veterans Advisory Council approved the attached Bylaws on March 20, 2019.

Fiscal Impact: None.

Recommended Motion:  Approve and sign the attached Bylaws for the Veterans Advisory Council.
