In the matter of approving the Minutes from the February 4, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above. 

Fiscal Impact: None.

Recommended Motion: Approve the Minutes as presented.

Bids/Awards/Proposals

1.

In the matter of accepting bid for 2020 Ford Ranger pickup for Lithia Ford. Rick Vaughn Tax/Property Sales

Background: Klamath County Tax/Property Sales Department requested quotes from Klamath County Contracts for a mid-size pickup. One qualifying bid was received from Lithia Ford of Klamath Falls for $29,413.87.



Fiscal Impact: $29,413.87 expensed in the 2019-2020 fiscal year to be paid from the Tax/Property Sales Equipment Reserve Fund.


Recommended Motion: Approve the Klamath County Tax/Property Sales Dept. to enter into an agreement with Lithia Ford of Klamath Falls to purchase a 2020 Ford Ranger pickup in the amount of $29,413.87 and authorize the Tax Collector to sign the agreement.

Orders

1.

In the matter of reappointing Joyce Cornutt to the Two Rivers North Special Road District Board. - BOCC

Background: The Two Rivers North Special Road District Board has a vacancy and has recommended the reappointment of Joyce Cornutt.  Ms. Cornutt is willing, able and eligible to serve another term on the Board commencing January 7, 2020 and expiring December 31, 2022.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Joyce Cornutt to the Two Rivers North Special Road District Board.

7.

Agreements

1.

In the matter of PO No 108369 between the Oregon Department of Transportation and Klamath County for noxious weed control. Todd Pfeiffer, Weed Control

Background: Klamath County enters into agreements with outside agencies to treat noxious weed infestations on their property.  The purpose of this PO is to control the growth and spread of noxious and non-native weeds at Lost River Wetland Mitigation Bank.

Fiscal Impact:  Income of 4,999.00 to the Weed Control Budget

Recommended Motion:  Board approve and authorize chair to sign PO No 108369 between the Oregon Department of Transportation and Klamath County for noxious weed control.  Fiscal Impact is $4,999.00 income to the Weed Control Budget.
2.

In the matter of approving a contract with the State of Oregon, Oregon Infrastructure Finance Authority of the Oregon Business Development Department (OBDD) for a Housing Rehabilitation Grant Program. - BOCC

Background: Klamath County has been awarded a Community Development Block Grant (CDBG) through Business Oregon. The grant will be used by Klamath County to finance low/moderate income owner-occupied single-family rehabilitation projects. This contract details the requirements set forth in the Community Development Block Grant Program.


Fiscal Impact: None


Recommended Motion: Approve the attached contract with the State of Oregon, Oregon Infrastructure Finance Authority of the Oregon Business Development Department (OBDD) to finance low/moderate income owner-occupied single-family rehabilitation projects and authorize Chair to sign. Fiscal Impact: None

3.

In the matter of the BOCC approving Amendment Number one of the Contract between Detailing Specialists and Klamath County for Janitorial Services. Tom Banks, Maintenance Dept.

Background: Amendment Number one extends the Contract for the final extension period allowed pursuant to the Term of Contract section of the original Contract and updates the compensation for the services provided.

Fiscal Impact: $18,975.00 expenditure per month from the Facility Services fund.

Recommended Motion: That the Klamath County Board of Commissioners approve Amendment Number one, extending the Contract and updating the compensation for the services provided in the original contract between Detailing Specialists and Klamath County, for Janitorial Services. Fiscal Impact is $18,975.00 per month from the Facility Services Fund.
4.

In the matter of approval of Intergovernmental Agreement (IGA) between Klamath County Public Health (KCPH) and South Central Oregon Economic Development District (SCOEDD). - Jennifer Little, Public Health

Background:  On December 31, 2019 the Board of County Commissioners approved agreement DEQ 059-20, Klamath Woodstove Smoke Reduction Through Efficient Energy Systems.  As outlined in that agreement KCPH will complete a coordinated woodstove change out project with South Central Oregon Economic Development District (SCOEDD). Of the grant funds received from DEQ, a total of $269,500 will go to SCOEDD. $245,000 will be used to complete a minimum of 49 woodstove replacements ($5,000 per project).  The remaining 10%, or $24,500, will go towards SCOEDD’s indirect costs associated with the project. The agreement will be effective on the date fully executed through March 31, 2021. 

Fiscal Impact:  Contract expense of $269,500 to Environmental Health Air Quality Program (sub department 4041). 


Recommended Motion:  Move to approve Intergovernmental Agreement (IGA) between Klamath County Public Health (KCPH) and South Central Oregon Economic Development District (SCOEDD). Contract expense of $269,500 to Environmental Health Air Quality Program (sub department 4041). Authorize department head to sign.
